He is the person who kidnapped Takashi from the hospital, in the beginning of the anime he was shot down by the army, which caused Takashi to release his power. In the manga he was on the team together with Ryu and Kei, he was the one who found out the Spy and attempted to kill him. However, the Spy managed to survive their fight. In underground facility where Akira was held they met again and fought to the death until the intense cold from Akira's cryogenic lair reached and killed both of them.
