Vice Admiral Fuji is the UPSF Chief of Staff, making him the head of the whole military. Like Admiral Mifune, he has advanced through the UPSF ranks through the use of prowess, intelligence, and respectability - everything that Tylor lacks. He and Admiral Mifune both hate Tylor and is always in cohorts with the Admiral in ridding themselves of Tylor by placing him in the worst possible situations. He secretly made the former crew of the Soyokaze kill itself when the ship got downgraded, and, feeling responsible for this, the former captain has commited suicide. Fuji tries to do the same to get rid of Tylor, but fails.
