A fellow who had come back from a refugee area in Taiwan. During Ishikawa's time at the Korean Peninsula, he told him that he'd seen a man there who fit Kuze's description, though his prosthetic hair had turned completely white, he was positive it was Kuze; wherever Kuze went a crowd of happy people always gathered around him. He is seen in a flashback talking to Kuze in Taiwan, during this, Yosuke Aramaki can be spotted nearby on the street.
