In the anime, Toadman belongs to Midorikawa Kero, who is an announcer for the tournament, and later a news broadcaster. Toadman doesn't speak much, but he's very cute nonetheless. ^_^ He and Kero make a good net-battling team! (Source: Rockman.exe Online)
